Funds and Grants for Safe Pouc

Government Funding

The Student Support and Academic Enrichment program under Title IV, Part A of the Elementary and Secondary Education Act as amended by the Every Student Succeeds Act (ESSA) is a federal categorical program contained in the Consolidated Application. These funds are intended to increase the capacity of local educational agencies (LEAs) to meet the goals of the ESSA by providing all students with access to a well-rounded education, improving school conditions for student learning, and improving use of technology in order to improve the academic achievement and digital literacy of all students.

Title I Schoolwide Programs (SWP) should consider the following general criteria when approving activities or expenditures supported with Title I, Part A funds:

Purchasing the Multi-Tiered Safe Pouch system with Title I, Part A funds aligns well with the authorized use of these funds based on the outlined criteria from the California Department of Education (CDE) and the Every Student Succeeds Act (ESSA). Here’s how it meets specific requirements:

  1. Alignment with State Academic Content Standards (ESSA sections 1112[a][3][B][i], and 1112[b]): The Multi-Tiered Safe Pouch system directly supports the learning environment by minimizing distractions, thereby allowing students to better focus on and engage with the curriculum aligned to challenging State academic standards. By reducing phone-related interruptions, students can more effectively meet these standards.

  2. Evidence-Based Educational Strategy (ESSA sections 1003[b][1][B], 1114[d], and 1115[h]): Implementing the Multi-Tiered Safe Pouch system is an evidence-based strategy aimed at improving student behavior and engagement, which are critical factors in academic success. Research indicates that reducing distractions in the classroom can lead to better academic outcomes, making this expenditure aligned with evidence-based improvements in educational settings.

  3. Reasonable, Necessary, and Allocable Cost to the Program (Title 2 Code of Federal Regulations sections 200.404, and 200.405): The cost associated with the Multi-Tiered Safe Pouch system is reasonable given its potential to significantly improve the educational environment. It is necessary for maintaining a focused classroom setting and is directly allocable to improving student performance by addressing a common barrier to learning.

  4. Supplement not Supplant (ESSA Section 1118[b][1]): Purchasing the Safe Pouch system with Title I funds supplements existing resources provided by State and local sources. It offers an additional layer of support for students’ ability to concentrate and succeed academically, without replacing current funding or resources allocated for educational purposes.

  5. Meets Identified Needs in Comprehensive Needs Assessment (ESSA Section 1114[b][6]): For schools implementing a Schoolwide Program (SWP), the Safe Pouch system addresses needs identified through the comprehensive needs assessment process, such as the need for improved classroom management and student engagement, directly contributing to creating a conducive learning environment.

  6. Included in the School Plan for Student Achievement (SPSA) (Education Code [EC] Section 64001[g][3][C]): The implementation of the Safe Pouch system can be included in the SPSA as part of the strategy to improve student achievement through better classroom management and student focus.

  7. Serves the Needs of Students at Risk of Failing (ESSA Section 1115[c][1][B]): For Targeted Assistance Schools (TAS), the Safe Pouch system can be particularly beneficial for students identified as at risk of failing. By reducing distractions, these students can receive more focused support and interventions, making the system a direct service to those who need additional assistance to meet academic standards.

In summary, purchasing the Multi-Tiered Safe Pouch system with Title I, Part A funds is a viable and strategic choice that aligns with federal requirements. It supports academic achievement by improving the classroom environment, addressing behavioral issues, and enhancing focus, which are all critical components of a successful educational program.
